It is still the same story. When I swiveled the connections on the barrel so the metal ends of blue and yellow cables were not touching each other, the arduino only turned off when both of them were connected.
OK for some reason that cable is problematic. We can send you a new cable with a new barrel. Can you DM me your address and we can send it over, along with a new wire.
